What is volumetric (dimensional) weight?

It approximates how much cargo space a package occupies: (Length × Width × Height in cm) ÷ 5000. Carriers use it because a bulky but lightweight package still takes up space that could carry a heavier shipment.

Why is my chargeable weight higher than the actual weight?

Carriers bill on whichever is greater, actual weight or volumetric weight. Large, lightweight packages are often charged by their volumetric weight rather than their true (scale) weight.
